Oborevwori Unveils Housing Scheme For Delta Civil Servants
Governor says new housing initiative will expand welfare support, promote home ownership and improve living conditions for serving and retired public servants.
Delta Launches New Housing Initiative
DELTA State Governor, Rt. Hon. Sheriff Oborevwori, has announced plans to establish a Workers’ Housing Scheme designed to provide affordable housing opportunities for serving and retired civil servants across the state.
The initiative was unveiled during the 2026 International Public/Civil Service Week celebration held in Asaba, where government officials, civil servants and stakeholders gathered to reflect on the role of the public service in advancing governance and development.
Represented by Deputy Governor Sir Monday Onyeme, the governor said the housing programme was conceived in response to long-standing appeals by labour unions and workers’ associations seeking improved access to affordable home ownership.
According to him, the state government is collaborating with relevant institutions to ensure that the scheme is practical, transparent and accessible to workers across different cadres of the public service.
Partnership-Driven Approach
Governor Oborevwori disclosed that the programme would be implemented through a partnership involving the Ministry of Housing, the Delta State Mortgage Trust Bank and private sector developers.
The proposed model, he explained, will be rolled out in phases and structured to accommodate the financial realities of workers.
He noted that flexible repayment arrangements and salary-friendly financing options would be incorporated to ensure that beneficiaries can own homes without excessive financial pressure.
The governor emphasized that both active workers and retirees would be prioritised under the initiative, describing housing as a critical component of social welfare and economic security.
“Housing is dignity, and dignity is part of results. Having spent your careers building Delta State, our workers deserve decent shelter for their families,” he stated.
Welfare Reforms Beyond Housing
Beyond the housing initiative, the governor reiterated his administration’s commitment to strengthening worker welfare through expanded access to housing loans, vehicle financing schemes and other social support programmes.
He stressed that sustainable development can only be achieved when workers are adequately motivated and provided with the tools and support necessary to perform effectively.
The administration, he noted, has continued to prioritise prompt salary payments and pension obligations, ensuring financial stability for both active and retired personnel.
According to him, these measures form part of a broader strategy aimed at improving morale and enhancing productivity across the public service.
Civil Servants at the Centre of Development
Speaking on the theme, “Reforms, Resilience and Results,” Oborevwori described civil servants as the foundation of governance and the driving force behind the implementation of the state’s M.O.R.E. Agenda.
He praised public servants for their professionalism and commitment, noting that government policies and development programmes depend largely on the dedication of the workforce.
The governor further highlighted ongoing reforms targeted at improving transparency, accountability and efficiency across Ministries, Departments and Agencies (MDAs).
Digital Transformation and Institutional Growth
Oborevwori also reaffirmed his administration’s commitment to modernising the public service through technology-driven reforms.
He cited ongoing investments in e-governance systems, records digitisation and workforce training programmes aimed at enhancing efficiency and improving service delivery.
Guest lecturer Caroline Ajuyah commended the state government for its investments in infrastructure and technology, noting that the reforms were already yielding measurable improvements in public administration.
Similarly, Head of Service, Dr. Mininim Oseji, applauded the administration’s continued support for workers and pledged the commitment of the civil service to professionalism, innovation and excellence.
The proposed Workers’ Housing Scheme is expected to become one of the flagship welfare programmes of the Oborevwori administration, reinforcing efforts to improve the quality of life of public servants while promoting long-term economic security.
