Reps Pass Bill To Establish Federal College Of Agriculture In Delta
House Approves Bill at Third Reading
THE House of Representatives has passed for third reading a bill seeking the establishment of the Federal College of Agriculture, Ovwor-Olomu, in Ughelli South Local Government Area of Delta State.
The legislation represents another significant milestone for the member representing Ughelli North, Ughelli South and Udu Federal Constituency, Hon. Francis Waive, who sponsored the bill.
Titled A Bill for an Act to Amend the Agricultural Research Council of Nigeria Act, Cap. A12, Laws of the Federation of Nigeria, 2004, to Provide for the Establishment of the Federal College of Agriculture, Ovwor-Olomu, Ughelli South, Delta State, and for Related Matters (HB.2681), the measure was presented for third reading by the House Leader, Hon. Julius Ihonvbere, before receiving the approval of the Green Chamber.
The plenary session was presided over by the Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Kalu.
Bill Advances to Senate
Following its passage in the House, the proposed legislation will now be transmitted to the Senate for concurrence. If approved by the upper chamber, it will be forwarded to President Bola Ahmed Tinubu for presidential assent.
The establishment of the institution forms part of ongoing efforts to strengthen agricultural education and research while expanding access to specialized training in Nigeria’s agricultural sector.
Waive Hails Legislative Progress
Reacting to the development, Hon. Waive described the passage of the bill as a significant step toward improving agricultural education, enhancing food security and promoting rural development.
In a statement shared on his official Facebook page, the lawmaker expressed appreciation for the House’s support.
“The House of Representatives today passed my Bill for the establishment of the Federal College of Agriculture, Ovwor-Olomu. The Bill now goes to the Senate for concurrence.”
Institution Expected to Boost Agriculture and Employment
If eventually signed into law, the proposed Federal College of Agriculture is expected to provide specialized education and practical training for students, farmers and agricultural professionals.
The institution is also projected to strengthen agricultural research, encourage innovation in modern farming techniques, create employment opportunities and contribute to socio-economic development across Delta State and the wider Niger Delta region.
Another Milestone in Waive’s Legislative Record
The latest legislative achievement adds to Hon. Waive’s growing portfolio of constituency-focused initiatives.
Earlier, he sponsored the legislation establishing the Federal Medical Centre, Ovwian, in Udu Local Government Area, which has already received presidential assent.
In addition, the lawmaker recently inaugurated a free 24-hour broadband internet service in Obi-Ayagha Community, Ughelli South, to improve digital access, support education, stimulate entrepreneurship and expand participation in Nigeria’s digital economy.
