Oborevwori Moves to End 23-Year Delay on DELSU Senate Building, Expands Infrastructure Drive Across Delta
DELTA State Governor, Rt. Hon. Sheriff Oborevwori, has taken a decisive step toward completing the long-abandoned Senate/Administrative Building at Delta State University (DELSU), Abraka, as the state government officially invited qualified contractors to bid for the execution of the project after more than two decades of inactivity.
The move follows the revocation of the previous contract for the project, which remained stalled for 23 years, paving the way for a fresh procurement process aimed at ensuring the completion of one of the university’s most important administrative facilities.
The project forms part of a broader package of infrastructure initiatives unveiled by the Delta State Government, reflecting the administration’s commitment to revitalising abandoned public projects, strengthening tertiary education infrastructure and accelerating development across the state.
Governor Fulfils Convocation Promise
Governor Oborevwori had publicly expressed dissatisfaction with the prolonged abandonment of the DELSU Senate/Administrative Building during the university’s 17th Convocation Ceremony, where he assured stakeholders that his administration would intervene to ensure the project’s completion.
That commitment has now translated into action, with the Delta State Tenders Board listing the completion of the facility among priority projects advertised for competitive bidding under the Ministry of Higher Education.
The initiative is expected to finally provide the university with a modern administrative complex capable of supporting its growing academic and institutional responsibilities.
Fresh Procurement Process Begins
According to the official tender notice issued by the Secretary of the Delta State Tenders Board, D.B. Abolo, interested and qualified contractors have been invited to submit bids for the project.
The government fixed 12 noon on Thursday 23 July 2026 as the deadline for submission of bids, while tender documents will be opened publicly on Tuesday 28 July 2026 in the presence of bidders or their representatives.
Officials say the competitive bidding process is intended to promote transparency, value for money and the selection of contractors with the technical capacity to deliver quality infrastructure.
More Education and Infrastructure Projects Unveiled
Beyond DELSU, the state government also advertised the construction of a female hostel block at the Delta State Marine Polytechnic, Burutu, as part of efforts to improve learning facilities across tertiary institutions.
Several major road and drainage projects were equally listed for execution, including the construction of the Olori Road Extension in Ughelli and the rehabilitation of Egbokodo-Itsekiri Road alongside asphalt overlay works on Swiss Cottage Road in Warri.
Government also invited bids for the construction of a major discharge outfall drain stretching from Frank Akpuri Street through the Petroleum Training Institute (PTI) axis to the Ughelli-Port Harcourt Road, including an 850-metre access road in Okuokoko to improve flood management and transportation.
Road Rehabilitation Across Communities
Additional projects earmarked for execution include the rehabilitation and construction of internal roads in Ogbobagbene, Burutu Local Government Area; Phase II of Akaba Utevie Road linking Amai Community; and the Utagba-Uno/Ndemili Road Phase II project in Ndokwa West Local Government Area.
The projects are expected to improve connectivity, stimulate local economic activities and enhance access to public services across several communities.

The commencement of the procurement process for the DELSU Senate Building reinforces Governor Oborevwori’s broader infrastructure agenda, which prioritises completing abandoned projects before embarking on new ones.
Beyond improving educational facilities, the administration’s latest intervention signals an effort to strengthen public confidence in government project delivery while expanding investments in critical infrastructure that supports economic growth, education and community development across Delta State.
