According to government representatives, the policy seeks to replace unplanned settlements with well-designed communities that provide access to basic infrastructure such as roads, drainage systems, clean water, and electricity.
The programme is also expected to integrate residents of existing slums into upgraded housing systems without forced displacement, where possible.
