Delta Speaker Tasks Assemblies On Tax Reform, Fiscal Oversight

Guwor Calls for State Action on New Tax Laws
CHAIRMAN of the Conference of Speakers of State Legislatures of Nigeria, Emomotimi Dennis Guwor, has urged State Houses of Assembly across the country to domesticate the New Tax Acts of 2025 and strengthen their roles in fiscal and security governance.
Guwor made the call during a legislative workshop organised in Lagos by Konrad-Adenauer-Stiftung (KAS), where lawmakers discussed evolving public finance reforms and sub-national governance responsibilities.
He said the new tax framework presents an opportunity for states to align their laws with national reforms while improving internally generated revenue.
Workshop Seen as Timely Intervention
The Delta State Speaker described the workshop as timely, noting that it would help lawmakers better understand changing fiscal policies and sharpen oversight of public spending.
According to him, state legislatures must remain proactive in responding to reforms that affect taxation, development planning and accountability.
He added that capacity-building programmes are essential for lawmakers to effectively discharge their constitutional duties.
Praise for KAS Support
Guwor commended Konrad-Adenauer-Stiftung for its continued support to legislative institutions in Nigeria.
He cited the organisation’s interventions in legislative strengthening programmes, institutional support initiatives and the harmonisation of Standing Orders of State Houses of Assembly.
He described the harmonisation effort as a major contribution to improving procedural efficiency and legislative standards nationwide.
Assemblies Key to Grassroots Impact
The Speaker stressed that state assemblies, being closest to the people, play a critical role in translating federal reforms into practical laws that benefit citizens.
He said through effective legislation, states can improve revenue generation, promote transparency and respond more effectively to local security concerns.
Guwor reaffirmed the commitment of the Conference of Speakers to democratic governance and stronger institutions across Nigeria.
