Regularise Now Or Lose Your Billboard, Delta Warns

Government warns that unapproved outdoor advertising structures will be sealed and removed after the compliance window expires.

THE Delta State Government has commenced a 30-day regularisation exercise for all existing outdoor advertising structures, directing billboard owners, advertising practitioners and businesses to obtain the necessary approvals or face enforcement measures.
The exercise, being coordinated by the Delta State Signage and Advertisement Agency (DESSAA), officially began on 15 July 2026, and covers all outdoor advertising structures operating across the state.
According to the government, the initiative is aimed at strengthening regulatory compliance, improving public safety and ensuring that outdoor advertising activities conform to established standards.
Owners Required to Regularise Structures
In a Special Government Announcement signed by the Director of Public Communication and Functioning Permanent Secretary, Mrs. Stella Macaulay, owners of advertising structures operating under Local Government approvals or any other form of authorisation were directed to visit the DESSAA headquarters at the Old Secretariat Complex, Summit Road, Asaba, to complete the regularisation process.
Applicants are required to submit an application addressed to the Managing Director and Chief Executive Officer of DESSAA, alongside recent photographs of their advertising structures and other relevant documents.
Required documents include a COREN Structural Integrity Certificate, Corporate Affairs Commission (CAC) Certificate of Incorporation, evidence of payments made to either the relevant Local Government Authority or DESSAA within the past three years, and a valid Advertising Regulatory Council of Nigeria (ARCON) membership certificate.
Defaulters Face Enforcement
The state government warned that any billboard or outdoor advertising structure that is not regularised within the stipulated period will be sealed and removed in accordance with the laws governing outdoor advertising in Delta State.
Authorities urged practitioners, corporate organisations and business owners to comply promptly in order to avoid sanctions and disruptions to their advertising operations.
Move to Improve Safety and Revenue
Government officials said the exercise forms part of broader reforms to modernise the outdoor advertising sector while promoting environmental aesthetics and public safety.
The initiative is also expected to strengthen regulation, improve compliance and support revenue generation in line with Governor Sheriff Oborevwori’s MORE Agenda for sustainable governance and economic development.
