Oborevwori Unveils Smart Advertising Platform To End Revenue Leakages In Delta

Governor says technology-driven platform will modernise outdoor advertising administration, eliminate manual collection and strengthen revenue generation across the state.
Delta Moves to Digitise Outdoor Advertising
DELTA State has launched a Centralised Smart Advertising Management Platform (CSAMP), a technology-driven solution aimed at modernising the administration of outdoor advertising, improving regulatory compliance and plugging long-standing revenue leakages.
Governor Rt. Hon. Sheriff Oborevwori, represented by the Secretary to the State Government, Dr. Kingsley Emu, unveiled the digital platform in Asaba, describing it as a major milestone in the state’s drive to leverage technology for better governance and enhanced internally generated revenue.
Ending Years of Revenue Losses
Speaking at the unveiling ceremony, the governor said the new platform became necessary after years of inefficiencies associated with the largely manual collection of outdoor advertising levies.
According to him, the previous system relied heavily on fragmented processes and the activities of revenue collectors at the local government level, creating administrative bottlenecks, encouraging leakages and depriving the state of substantial income.
He noted that the digital platform represents a complete transformation of the outdoor advertising sector and reflects his administration’s commitment to transparency, accountability and efficient public service delivery.
Technology to Improve Transparency
Governor Oborevwori directed the Delta State Signage and Advertising Agency (DESSAA) to intensify enforcement against illegal advertising structures and recover outstanding revenues while encouraging advertisers, practitioners and other stakeholders to embrace the new system.
He stressed that the platform would simplify compliance, eliminate cash transactions and ensure that revenues due to the state and its 25 local government councils are collected transparently through secure electronic payment channels.
Platform Offers Real-Time Monitoring
Earlier, the Chief Executive Officer of DESSAA, Hon. Sebastine Okoh, described the initiative as a reflection of the governor’s vision for a more efficient, transparent and performance-driven regulatory agency.
He explained that the digital solution would streamline operations, strengthen stakeholder engagement and improve service delivery across the outdoor advertising industry.
Providing a technical overview, consultant Mr. Charles Omordia said CSAMP features online registration of advertising structures, digital application and renewal processes, QR code verification, real-time monitoring, location tracking and an analytics dashboard for data-driven decision-making.
He added that the platform also includes a digital marketplace that enables advertisers, asset owners and industry practitioners to conduct transactions remotely.
Supporting Sustainable Revenue Growth
Chairman of the DESSAA Governing Board, Olorogun Jaro Egbo, described the initiative as a collaborative project between the Delta State Government and the state’s 25 local government councils.
He urged practitioners and stakeholders to support the implementation of the platform, expressing confidence that it would align Delta’s outdoor advertising industry with global best practices while creating a transparent, technology-driven and sustainable revenue management system.
