Nigeria’s Empty Shallows: Climate Change, Weak Fisheries Policy & The Battle For A Vanishing Catch

IN Nigeria’s coastal communities, the climate crisis is increasingly being measured not in degrees of temperature but in empty fishing nets.
For Christian Inyang, a fisherman in Ikot Inua Eyet, Akwa Ibom State, the transformation has been dramatic.
The shallow waters that once sustained his family are producing smaller catches. Fish are increasingly found farther offshore, fishermen say, and reaching them requires boats and engines that many artisanal operators cannot afford.
The economic consequences are severe.
A fishing trip that once generated hundreds of thousands of naira can now produce a fraction of that amount after weeks of effort.
For communities across Nigeria’s coastline, the implications extend beyond individual livelihoods.
They reach into food prices, household incomes, nutrition, marine governance and the country’s ambition to build a viable Blue Economy.
The disappearing fishing ground
Nigeria’s coastal economy has historically depended on small-scale fishing.
In communities spread across Akwa Ibom, Bayelsa, Rivers, Delta and Cross River states, generations have relied on creeks, rivers and coastal waters for food and income.
Artisanal fishermen traditionally operated relatively small boats and relied on simple equipment.
That model becomes increasingly difficult when fish move beyond the range of those boats.
Mr. Inyang said fishermen now need larger boats and powerful engines to reach productive fishing grounds.
“If you don’t have a big boat with a powerful engine to go far into the sea, you won’t catch anything,” he said.
That statement captures a critical policy problem.
Climate change may be altering where fish are found, but the ability to adapt depends heavily on access to capital and technology.
The poorest fishermen are therefore among those least equipped to respond.
Climate science meets local experience
The Intergovernmental Panel on Climate Change has warned that warming oceans, changing rainfall patterns, sea-level rise and ocean acidification can disrupt marine ecosystems.
Fish species respond to changes in temperature and habitat conditions by altering their distribution and behaviour.
The Food and Agriculture Organisation has similarly identified climate change as an increasing threat to fisheries, particularly in developing countries where millions depend on fishing for food and income.
Nigeria’s coastal communities are consequently confronting the local consequences of a global phenomenon.
But climate change does not operate in isolation.
Its effects interact with poverty, inadequate infrastructure, high energy costs, limited technology, weak regulation and insufficient adaptation finance.
The result is a crisis that cannot be solved simply by telling fishermen to adapt.
They need the means to adapt.
A widening gap between production & consumption
Nigeria’s fish economy illustrates the country’s wider food-security dilemma.
Domestic production has increased, but it remains substantially below estimated national demand.
The country was reported to have produced about 1.4 million metric tonnes of fish in 2025, compared with estimated annual consumption of approximately 3.6 million metric tonnes.
That shortfall matters because fish remains an important source of animal protein.
When domestic supply becomes more constrained, prices can rise.
Coastal fishermen interviewed for the report described substantial increases in market prices.
Fish previously sold for around ₦10,000 was reportedly selling for approximately ₦22,000 in some markets.
The increases cannot be blamed on climate change alone. Inflation, transportation, fuel costs, supply chains and other economic pressures are significant factors.
Nevertheless, reduced catches can compound an already difficult market.
The poorer the supply, the greater the pressure on prices.
The post-harvest paradox
Nigeria’s fisheries sector faces another contradiction.
While consumers experience fish shortages and fishermen struggle to maintain production, the country also loses substantial quantities of fish after harvest.
The Federal Government has put post-harvest losses at as much as 30 per cent.
Weak cold-chain systems, inadequate storage, poor transportation and insufficient processing infrastructure contribute to the problem.
This means Nigeria’s fisheries crisis is not solely a production problem.
It is also a value-chain problem.
Increasing catches without improving preservation would continue to waste resources.
Likewise, improving storage without addressing declining fish stocks would leave the underlying ecological challenge unresolved.
A comprehensive fisheries strategy therefore needs to address the entire chain—from marine ecosystems and fishing technology to processing, transportation and markets.
The deep-sea disadvantage
Professor Eyo Ambrose of the University of Uyo identified another concern: the limited capacity of local fishermen to operate in deeper waters.
Large commercial vessels can travel much farther than artisanal fishermen.
That creates an uneven contest over marine resources.
According to the professor, foreign vessels can exploit fish resources in deeper waters while local fishermen lack the equipment required to compete.
The allegation also raises questions about surveillance and enforcement.
If Nigeria wants its marine resources to contribute meaningfully to the Blue Economy, it must know who is fishing, where they are fishing, what they are catching and whether they are complying with applicable regulations.
Weak monitoring can undermine both conservation and the livelihoods of local communities.
When adaptation means abandoning fishing
The clearest evidence of livelihood disruption is found among fishermen who have left the occupation.
At Okorotip, Aniedi Uwem has switched to crab harvesting.
His reason is simple: the fish available to his hand-paddled canoe have become too few.
This kind of occupational shift may appear to demonstrate resilience.
But it also exposes the limits of informal adaptation.
If fishing families are repeatedly forced to move from one natural resource to another because the underlying ecosystem is changing, their economic security remains precarious.
The consequences can eventually spread beyond the immediate community.
Young people may abandon traditional occupations.
Local fishing knowledge can disappear.
Communities can become increasingly dependent on imported food.
And rural poverty can deepen.
The second threat: rising water
The disappearance of fish is only one side of the problem.
The coastline itself is changing.
Residents say water increasingly reaches areas where homes once stood.
Affiong Benjamin, a resident of Oborotip, described homes damaged by advancing water and the loss of fishing equipment.
For coastal households, sea-level rise, flooding and erosion can destroy both homes and economic assets.
That creates a vicious cycle.
The sea threatens fishing.
The sea also threatens the land on which fishermen live.
Meanwhile, the farmland that could provide an alternative source of income may also be lost to flooding.
In such circumstances, simply encouraging livelihood diversification is not enough.
Alternative livelihoods must actually exist.
The adaptation gap
Nigeria’s climate commitments are ambitious.
The country has established a Climate Change Act and submitted updated emissions commitments as part of its climate policy framework.
But adaptation requires money.
Nigeria estimates that implementing its climate commitments will require hundreds of billions of dollars over the coming decade.
For vulnerable fishing communities, however, adaptation does not necessarily require abstract megaprojects.
It can begin with practical measures.
Affordable fishing equipment.
Improved boats and safety equipment.
Access to credit.
Cold-storage facilities.
Climate information.
Marine research.
Coastal protection.
Training in sustainable fishing.
Insurance for vulnerable livelihoods.
These interventions may appear modest compared with national climate targets, but their cumulative effect could be significant.
What government support looks like on the ground
Fishermen interviewed for the report said they had not received specific government assistance aimed at helping them respond to climate-related changes in their livelihoods.
They acknowledged other government interventions, including infrastructure, electricity and security improvements.
But the absence of targeted climate-adaptation support remains significant.
A national climate policy cannot be considered fully effective if communities facing its most immediate consequences remain largely responsible for financing their own survival.
That is particularly important in coastal areas, where poor households often have the least ability to absorb economic shocks.
Science must inform adaptation
There is also a need to improve the scientific understanding of Nigeria’s marine environment.
Marine policy analyst Brave Imiete argued that Nigeria needs greater investment in marine research and adaptive management.
This is crucial because the movement of fish cannot be understood simply by observing that catches are declining.
Scientists need to determine which species are moving, where they are moving, why their distribution is changing and what those changes mean for future fisheries.
That information can guide policy.
It can determine where conservation should be strengthened.
It can help fishermen understand changing fishing grounds.
It can support early-warning systems.
And it can inform decisions about infrastructure, dredging and coastal development.
Dredging is not a substitute for ecosystem management
Some residents believe dredging local waterways could restore fish populations.
Mr. Inyang recalled that dredging had previously taken place in the area and suggested that renewed activity could improve local conditions.
The proposal deserves consideration but must be evaluated scientifically.
Dredging can alter sediment distribution, water quality and aquatic habitats. Its effects depend on the characteristics of each waterway and the purpose of the intervention.
Consequently, community observations should inform policy without replacing environmental assessment.
The broader lesson is that local knowledge and scientific research need to work together.
Fishermen know what has changed.
Scientists can investigate why it has changed.
Policymakers must then determine what can realistically be done.
The Blue Economy test
Nigeria has increasingly embraced the concept of the Blue Economy as a pathway to economic diversification.
The country’s maritime space contains opportunities in fisheries, aquaculture, shipping, tourism, marine transport and other sectors.
But a Blue Economy cannot be sustainable if the communities already dependent on marine resources are pushed further into poverty.
Economic exploitation must therefore be accompanied by ecological protection and social inclusion.
The future of Nigeria’s fisheries should not be measured only by the value of commercial investments.
It should also be measured by whether artisanal fishermen can continue to earn a living, whether fish remains affordable to ordinary households and whether marine ecosystems remain productive for future generations.
A warning from the coastline
The experience of Akwa Ibom’s fishing communities is a warning about what happens when climate change intersects with existing economic weaknesses.
The fish are harder to reach.
Fuel makes every trip more expensive.
Boats and engines require capital.
The shoreline is increasingly vulnerable.
Fish prices are rising.
Some fishermen are abandoning the trade.
And communities are being forced to develop their own survival strategies.
The crisis therefore cannot be reduced to the simple question of whether climate change is responsible for every change fishermen observe.
The more important question is whether Nigeria has built the institutions, infrastructure, science and financial systems required to help vulnerable communities cope with a changing marine environment.
The answer, from the experience of these coastal communities, appears incomplete.
Nigeria has climate policies.
It has fisheries institutions.
It has a growing Blue Economy agenda.
What remains urgently necessary is the connection between those national ambitions and the fishermen standing at the water’s edge.
For them, climate change is already here.
It arrives with an empty net, an expensive tank of fuel and a shoreline that seems to move closer every year.
