NCC Transfers Strategic Digital Infrastructure to Enugu
THE Nigerian Communications Commission (NCC) has formally transferred two major digital infrastructure projects—the Digital Industrial Park (DIP) and the Digital Bridge Institute (DBI)—to the Enugu State Government under a 15-year operational lease agreement, marking a significant milestone in Nigeria’s efforts to accelerate digital transformation through stronger federal-state collaboration.
The facilities were officially handed over during a ceremony at the Government House in Enugu, where officials from both the NCC and the Enugu State Government described the partnership as a strategic investment in innovation, technology, entrepreneurship and human capital development.
The agreement is expected to strengthen Enugu’s growing reputation as one of Nigeria’s emerging technology destinations while supporting the broader national objective of building a competitive digital economy.
Infrastructure Designed to Drive Innovation
Speaking at the ceremony, NCC Executive Vice Chairman and Chief Executive Officer, Dr. Aminu Maida, explained that the Digital Industrial Park is one of six such facilities established across Nigeria to stimulate innovation ecosystems, nurture startups and equip young Nigerians with globally relevant digital skills.
According to him, the projects were deliberately designed to go beyond physical infrastructure by serving as platforms for entrepreneurship, research, innovation and job creation.
He noted that the facilities would support the growth of Business Process Outsourcing (BPO), Knowledge Process Outsourcing (KPO), software development, digital entrepreneurship and technology-enabled services capable of attracting both local and international investment.
Maida stressed that infrastructure alone does not guarantee economic transformation, arguing that the true value of such investments depends on how effectively governments, entrepreneurs, educational institutions and the private sector collaborate to maximise their potential.
“The real measure of success will not be the quality of the buildings, but the businesses established, the innovations developed, the skills acquired and the employment opportunities created,” he said.
Federal-State Collaboration for Digital Growth
The NCC boss described the partnership with Enugu State as an example of how collaboration between different levels of government can accelerate Nigeria’s digital economy agenda.
He expressed confidence that the state government’s investments in education, innovation, technology and digital infrastructure positioned it to fully utilise the facilities.
According to him, the initiative aligns with the Federal Government’s digital economy strategy and President Bola Tinubu’s Renewed Hope Agenda, which seeks to build a trillion-dollar economy powered by productivity, innovation and private-sector growth.
He added that achieving Nigeria’s digital aspirations would require sustained cooperation among governments, academia, investors and development partners.
Enugu Unveils Ambitious AI Vision
Governor Peter Mbah described the handover as a defining moment in Enugu’s long-term economic transformation strategy.
He announced that the Digital Industrial Park would be converted into the Enugu Talent City, a knowledge-driven outsourcing hub designed to enable young professionals to deliver Business Process Outsourcing and Knowledge Process Outsourcing services to international companies without leaving the state.
According to the governor, the Digital Bridge Institute would also be upgraded into a continental Artificial Intelligence Institute and AI Certification Centre capable of training professionals from across Africa.
He explained that the initiative forms part of the state’s strategy to prepare its youthful population for emerging opportunities within the rapidly expanding global digital economy.
Preparing Youths for a Technology-Driven Economy
Governor Mbah observed that artificial intelligence is projected to contribute approximately $20 trillion to the global economy by 2030, making digital skills development an urgent national priority.
He argued that Nigerian youths possess the talent required to compete globally if provided with modern training facilities, world-class infrastructure and access to emerging technologies.
According to him, the state’s investment strategy focuses on creating employment, encouraging innovation, attracting technology companies and positioning Enugu as Nigeria’s leading centre for digital enterprise.
Stakeholders Back Strategic Partnership
Earlier, the Governor’s Special Adviser on SMEs and Digital Economy, Arinze Chilo-Offia, described the agreement as another demonstration of the growing partnership between the NCC and the Enugu State Government.
He said the collaboration would significantly strengthen the state’s ambition of becoming a preferred destination for digital innovation, technology investment and high-value employment.
Also speaking, NCC Non-Executive Commissioner Ikechukwu Ugwuegede expressed confidence in the state’s capacity to manage the facilities effectively.
He noted that both projects occupy expansive university-sized locations along the Enugu-Ugwogo Expressway and the GRA Expressway, making them strategically positioned to serve as major centres for digital innovation, research, skills development and economic growth.
A New Chapter in Nigeria’s Digital Economy
The handover represents more than the transfer of physical assets. It reflects a broader policy shift towards empowering states to manage digital infrastructure that can stimulate innovation ecosystems, attract investment, develop human capital and generate sustainable employment.
If effectively implemented, the partnership could strengthen Enugu’s position within Nigeria’s technology landscape while contributing to national efforts to build a globally competitive digital economy.
