Delta Assembly Moves Two Executive Bills Closer to Passage
THE Delta State House of Assembly has advanced two executive bills designed to strengthen public health regulation and enhance the protection of public and private properties, marking another step in the state’s ongoing legislative drive to improve governance and public service delivery.
The bills—the Delta State Public Health and Hygiene Bill, 2025 and the Delta State Public and Private Properties Protection (Amendment) Bill—were formally presented before lawmakers during Wednesday’s plenary following the submission of committee reports.
The proposed legislations are expected to reinforce existing legal frameworks governing environmental sanitation, public health standards, urban management and the protection of public assets across Delta State.
Committee Reports Presented at Plenary
The reports were received during plenary presided over by the Deputy Speaker of the House, Rt. Hon. Olorogun Barr. Arthur Akpowowo.
Chairman of the House Committee on Health, Hon. Dr. Ferguson Onwo, presented the committee’s report on the Delta State Public Health and Hygiene Bill, 2025, recommending that the proposed legislation proceed to the next stage of legislative consideration.
Similarly, Chairman of the House Committee on Urban Renewal, Hon. Oloye Preotu, presented the report of the Joint Committees on Urban Renewal and Lands and Survey on the Delta State Public and Private Properties Protection (Amendment) Bill.
The reports followed detailed committee scrutiny of the proposed legislations before their return to the House for further debate.
Bills Set for Clause-by-Clause Consideration
Following the presentation of the reports, the Deputy Speaker scheduled both bills for consideration by the Committee of the Whole House at a future sitting.
The Committee of the Whole House provides lawmakers with an opportunity to undertake a detailed clause-by-clause examination of proposed legislation, allowing members to review committee recommendations, debate specific provisions and introduce amendments where necessary before final passage.
This stage represents one of the most critical phases of the legislative process, ensuring that bills receive comprehensive scrutiny before becoming law.
Strengthening Public Health Framework
The Delta State Public Health and Hygiene Bill, 2025 seeks to establish stronger legal standards for public health management and environmental hygiene across the state.
The proposed legislation is expected to provide a more comprehensive framework for promoting sanitation, disease prevention, environmental cleanliness and healthier communities, while strengthening the responsibilities of relevant government agencies in safeguarding public health.
Observers note that improved public health legislation has become increasingly important as urban centres continue to expand and environmental health challenges evolve.
Enhancing Protection of Public and Private Assets
The Public and Private Properties Protection (Amendment) Bill seeks to strengthen existing laws designed to protect public infrastructure and privately owned property against vandalism, illegal occupation, encroachment and other unlawful activities.
The proposed amendments are expected to improve enforcement mechanisms and provide stronger legal safeguards aimed at preserving government investments in public infrastructure while protecting private property rights.
The bill also reflects ongoing efforts by the state government to improve urban planning and promote orderly physical development.
Legislative Oversight Continues
With both committee reports now formally received, the House is expected to proceed with detailed legislative consideration before deciding on their final passage.
If enacted, the proposed laws are expected to contribute to stronger public health governance, improved environmental standards and enhanced legal protection for public infrastructure and private investments across Delta State.
