Cross River Invests ₦525.3 Million In Crop Research Hub

CROSS River State has approved a ₦525.3 million investment in agricultural research infrastructure, a move government officials say is aimed at strengthening food security, improving seed systems and attracting private investment into the state’s agribusiness sector.
The State Executive Council approved the construction of an Administrative and Laboratory Complex, together with staff accommodation, for the National Root Crops Research Institute (NRCRI) Outstation located at Mile 6 in Obubra Local Government Area.
The project was presented to the council by the Commissioner for Agriculture and Irrigation Development, Johnson Ebokpo, who described it as part of a broader strategy to deepen agricultural research and accelerate the adoption of climate-smart farming technologies across Cross River.
A Strategic Shift Toward Research-Led Agriculture
According to the state government, the investment is intended to reposition Cross River as a leading center for root and tuber research, seed technology and agricultural innovation.
Council members argued that the Obubra-Ikom agricultural corridor offers favorable ecological conditions for varietal trials, certified seed multiplication and the dissemination of improved farming technologies to local producers.
The government also linked the initiative to the resolutions of the 47th National Council on Agriculture and the Federal Government’s efforts to strengthen sub-national food security systems.
Officials say the project is expected to support research on cassava, yam and sweet potato, crops in which Cross River already has significant production potential.
Partnership With IITA & NRCRI
A major component of the initiative is the planned development of a modern seed production platform using Semi-Autotrophic Hydroponics (SAH) technology.
The platform is expected to emerge through collaboration involving the International Institute of Tropical Agriculture (IITA) and the National Root Crops Research Institute.
Government officials say the upgraded infrastructure will provide the foundation for producing certified disease-free planting materials and high-yield crop varieties that can be distributed to farmers across the state.
Analysts note that access to improved planting materials remains one of the major constraints facing smallholder farmers in many parts of Nigeria.
Beyond Buildings: An Innovation Ecosystem
The state government insists the project is not simply a construction exercise.
Officials describe the proposed facility as an innovation ecosystem designed to connect scientific research with commercial agriculture.
The complex is expected to support mechanization, value addition, input development, agribusiness incubation and youth participation in agriculture.
Council members also argue that the investment could help reduce production risks for farmers and improve the attractiveness of Cross River to agricultural investors.
Leveraging Federal and Donor Resources
Because the NRCRI is a Federal Government institution, the state believes its investment could unlock additional federal interventions and international development funding.
Officials say the project is structured to generate long-term economic benefits through improved food security, seed system independence, agricultural industrialization and increased internally generated revenue.
The approved scope includes site preparation, laboratories, administrative offices, staff housing, utilities, fittings and other support infrastructure.
Construction is expected to begin once funds are released.
The Bigger Question
The approval reflects a growing recognition among Nigerian states that agricultural growth will depend not only on expanding farmland but also on investing in research, technology and seed systems.
For Cross River, the success of the Obubra project will ultimately be measured by whether it produces improved crop varieties, strengthens farmer productivity, attracts private capital and creates sustainable rural jobs.
If effectively implemented, the initiative could become one of the state’s most significant agricultural infrastructure investments in recent years and a test case for how research institutions can be integrated into broader economic development planning.
