Delta APC Unveils 2027 Battle Plan As Oborevwori Names James Manager Campaign DG

THE All Progressives Congress (APC) in Delta State has begun organising its campaign machinery for the 2027 general elections, with Governor Sheriff Oborevwori calling on party leaders to intensify grassroots mobilisation and promote the achievements of the party’s administrations.
At the inauguration of the state campaign council in Asaba, Oborevwori unveiled MORE Plus as the theme of his re-election campaign. He urged members to take the message of President Bola Tinubu’s reforms and the Delta State government’s development agenda to voters in every ward and polling unit.
The governor also emphasised that the party must combine political organisation with direct engagement, rather than depend solely on rallies and town hall meetings.
Oborevwori Demands a Disciplined Grassroots Campaign
Oborevwori told campaign officials to work with unity, discipline and dedication as they pursue victory for Tinubu, himself and other APC candidates in Delta State.
He urged coordinators to engage residents directly, particularly market women, young people, workers, farmers and traders. In addition, he called on local government and ward leaders to strengthen their structures and explain the government’s record in clear, convincing terms.
“Our achievements must speak for us, but we must also be prepared to explain them convincingly,” he said.
The governor maintained that the campaign must connect policy claims with the everyday concerns of residents. Accordingly, he identified infrastructure, education, healthcare, workers’ welfare, youth empowerment and regional security as key elements of the state government’s M.O.R.E Agenda.
He also assured residents that ongoing projects would continue during the campaign season, while warning politicians against hate speech and conduct that could undermine peace.

Onyeme & Keyamo Defend Federal Policy Direction
Deputy Governor Sir Monday Onyeme praised Oborevwori for aligning Delta State with the Federal Government. He urged party members to explain federal initiatives on local government autonomy, education funding, security and infrastructure to voters.
Meanwhile, Festus Keyamo, SAN, Minister of Aviation and Aerospace Development, defended the Tinubu administration’s economic reforms. He argued that the country needed bold structural changes to address longstanding economic challenges and achieve sustainable growth.
These messages are expected to form part of the APC’s broader campaign narrative, linking federal policy decisions with the state government’s development agenda.
Nevertheless, the campaign’s reception will depend not only on how party officials present those policies but also on how voters assess their effects on household incomes, public services, employment and living conditions.
Okowa, Arenyeka & Other Leaders Pledge Support
Delta APC Chairman Chief Solomon Arenyeka described the council’s inauguration as a signal that the party was ready to compete and win across electoral levels.
Former Governor Senator Ifeanyi Okowa, in turn, urged members to demonstrate their organisational strength through voter mobilisation and turnout. His message placed particular emphasis on converting the party’s existing structures into active participation on election day.
Furthermore, Olorogun O’tega Emerhor, Comrade Ovuozourie Macaulay and Stella Okotete pledged support for the party’s campaign across their respective senatorial districts.
Okotete also challenged women mobilisers to target at least 75 per cent of votes cast for the APC. The figure represents a campaign target announced at the event, rather than a verified projection of electoral support.
James Manager to Coordinate Campaign Operations
The newly inaugurated council will operate under Oborevwori’s chairmanship. Former Delta South Senator James Manager has been appointed Director-General, with Chiedu Ebie serving as Deputy Director-General.
In accepting the appointment, Manager promised to coordinate party leaders and campaign structures at different levels. His assignment will involve sustaining grassroots engagement and ensuring that the campaign operates across the state.
The leadership arrangement places the governor at the head of the campaign while assigning day-to-day coordination to experienced political figures.
MORE Plus Faces the Test of Voter Confidence
The inauguration marks a significant step in the APC’s preparations for the 2027 elections. By combining Tinubu’s reform message with Oborevwori’s M.O.R.E Agenda, the party hopes to present a unified account of its federal and state-level performance.
However, campaign pledges and political endorsements do not automatically translate into votes. The party must still demonstrate that its policies and projects address residents’ priorities, while its campaign teams must sustain credible engagement across communities.
As the election approaches, voter turnout, public confidence, the strength of local structures and the ability to communicate tangible results will help determine whether the APC’s MORE Plus strategy achieves its stated objective.
