Tinubu Signs FMC Oleh Bill Into Law, Ending Decades Of Healthcare Gap In Delta South

Delta South Secures Its First Federal Medical Centre
HEALTHCARE delivery in Delta South Senatorial District has received a major boost following President Bola Ahmed Tinubu’s assent to the Federal Medical Centre (FMC), Oleh Establishment Bill, paving the way for the establishment of the district’s first federal tertiary healthcare institution.
The legislation, sponsored by Senator Joel-Onowakpo Thomas, represents a significant milestone in efforts to expand access to specialist healthcare services in the oil-producing region, which has long lacked a federal medical centre despite its strategic contribution to Nigeria’s economy.
The presidential assent officially transforms the bill into law and sets the legal foundation for the establishment, funding and operation of the proposed healthcare facility.
Legislation Aims to Address Longstanding Healthcare Deficit
For decades, residents of Delta South have depended largely on state-owned hospitals or travelled considerable distances to access specialised medical treatment available in neighbouring states and other parts of the country.
The establishment of the Federal Medical Centre in Oleh is expected to bridge this healthcare gap by providing advanced medical services, reducing referral burdens, strengthening emergency healthcare and improving access to specialist treatment for millions of residents.
Beyond healthcare delivery, experts note that federal medical centres also contribute significantly to medical education, clinical research, manpower development and employment generation within host communities.
Senator Describes Presidential Assent as Historic
Reacting to the development, Senator Joel-Onowakpo Thomas described President Tinubu’s approval as a landmark achievement for Delta South and a major step towards correcting years of imbalance in federal healthcare infrastructure.
He said communities in the Niger Delta have for many years borne the environmental and health consequences associated with crude oil exploration while lacking adequate access to high-quality medical facilities.
According to the senator, the new Federal Medical Centre will improve healthcare outcomes, enhance public welfare and provide modern medical services closer to the people.
He noted that the legislation reflects a broader commitment to promoting equitable development and improving social infrastructure across underserved regions.
National Assembly Leadership Commended
Joel-Onowakpo acknowledged the support received from the leadership and members of the National Assembly throughout the legislative process.
He specifically expressed appreciation to Senate President Godswill Akpabio, Speaker of the House of Representatives Tajudeen Abbas, Deputy Senate President Barau Jibrin, Senate Leader Michael Opeyemi Bamidele and other lawmakers whose contributions facilitated the successful passage of the bill.
He said the collaborative effort demonstrated the importance of legislative partnership in advancing projects with far-reaching national and regional benefits.
Stakeholders Recognised for Their Support
The senator also thanked prominent Niger Delta leader High Chief Government Ekpemupolo (Tompolo) and Mr. Matthew Tonlagha for their encouragement and support during the advocacy process leading to the establishment of the medical centre.
According to him, the successful enactment of the law reflects what can be achieved through collective commitment to regional development and public service.
Healthcare and Regional Development Expected to Benefit
The Federal Medical Centre is expected to stimulate socio-economic development by attracting healthcare professionals, creating employment opportunities, supporting medical training and expanding access to quality healthcare services.
The project is also projected to reduce medical referrals outside the district, encourage investment in complementary health services and strengthen the overall healthcare system in Delta South and neighbouring communities.
Growing Record of Legislative Achievements
The establishment of the Federal Medical Centre, Oleh, adds to Senator Joel-Onowakpo’s growing portfolio of legislative accomplishments.
The development follows President Tinubu’s earlier assent to the Nigeria Maritime University, Okerenkoko Establishment Act, another major piece of legislation championed by the Delta South lawmaker.
Together, the two laws are widely regarded as significant additions to federal infrastructure and institutional development within Delta South, reinforcing ongoing efforts to expand educational and healthcare opportunities across the senatorial district.
