₦39.3 Billion Otovwodo Flyover Advances As Delta Government Inspects Site

Delta Satisfied With Pace of Work
THE Delta State Government has expressed satisfaction with the speed and quality of construction on the ₦39.3 billion flyover at Otovwodo Junction, Ughelli, along the busy Ughelli-Patani section of the East-West Highway.
Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, gave the assessment during an inspection visit to the project site, where he commended contractor Julius Berger Nigeria Plc for maintaining standards in line with project specifications.
He said the state government remains committed to ensuring that all public projects deliver value for money and meet approved engineering requirements.
Government Rejects Claims of Weak Supervision
Izeze dismissed suggestions that major contractors operate without oversight in Delta State, insisting that every government project is subjected to strict monitoring.
According to him, teams of experienced engineers regularly inspect construction sites to identify issues early and ensure compliance with the Bill of Engineering Measurement.
He added that Governor Sheriff Oborevwori has directed ministries and agencies to prioritise accountability and quality control in all state-funded projects.
Modern Features Highlighted
The commissioner described the Ughelli flyover as one of the signature projects under the administration’s urban renewal programme.
He said the design includes improved lighting systems positioned along the median with dual-facing lamps, as well as pedestrian walkways integrated into the structure.
According to him, the project reflects the governor’s emphasis on adopting global best practices in infrastructure delivery across the state.
Project at 23 Percent Completion
Providing a technical update, the project’s Quality Assurance and Quality Control Manager, Engr. Frederick Onah, said the flyover has reached 23 percent overall completion since it was awarded in July 2025.
He disclosed that piling, pile caps and bridge piers have been fully completed, while pier heads are nearing completion.
Work is also ongoing on retaining walls, bridge deck installation, culverts, drainage systems and approach structures.
Onah said the project could be delivered by October, subject to conditions associated with major infrastructure works.
