2025 Performance Index Places Lagos Ahead Of All States
Lagos Sets the Pace in National Assessment
LAGOS State has been ranked as Nigeria’s best-performing state in the 2025 State Performance Index (pSPI), reaffirming its status as the country’s economic and governance powerhouse.
The assessment, conducted by Phillips Consulting Limited, evaluated all states and the Federal Capital Territory using a combination of governance, economic and development indicators designed to measure real performance and service delivery outcomes.
Economic Leadership Drives Ranking
The report identified Lagos as the nation’s leading revenue-generating state, citing its strong internally generated revenue profile, vibrant commercial activities and extensive trade infrastructure.
Analysts noted that the state’s strategic position as Nigeria’s commercial centre, combined with its concentration of financial services, technology firms and logistics operations, continues to provide a strong foundation for economic growth and fiscal sustainability.
The assessment also highlighted Lagos’ comparatively high level of financial independence, with internally generated revenue accounting for a substantial portion of the state’s earnings.
Strong Showing Across Multiple Sectors
Beyond revenue generation, Lagos recorded strong performances in digital access, governance effectiveness and infrastructure-related indicators.
The report described the state as a major driver of national economic activity, noting that its economy remains larger than those of several African countries and continues to attract significant private-sector investment.
Top States Identified
Following Lagos in the rankings were Ogun State and Kaduna State, while Adamawa State and Niger State rounded out the top five positions.
The report also highlighted notable improvements by several states, including Abia, which recorded one of the most significant upward movements in the latest ranking.
Governor Welcomes Recognition
Speaking on the development, Babajide Sanwo-Olu said the ranking validates the administration’s efforts to improve infrastructure, strengthen the business environment and enhance service delivery.
He noted that Lagos had also received positive recognition in recent national and global assessments relating to technology growth, investment attractiveness and ease of doing business.
Benchmark for State Performance
According to Phillips Consulting, the State Performance Index is intended to serve as a benchmark for evaluating governance outcomes and encouraging healthy competition among states.
The organisation said the 2025 edition adopts a more data-driven methodology, focusing on measurable impact and policy outcomes rather than perception alone.
The latest ranking places Lagos firmly at the forefront of state performance in Nigeria, while providing a framework for tracking governance progress and development outcomes across the federation.
