Debate Over Pipeline Surveillance Intensifies
Tensions are rising over proposals to decentralise Nigeria’s pipeline surveillance framework, as Itsekiri stakeholders firmly oppose the move, citing potential risks to national oil infrastructure.
At a press conference in Warri South, the coalition insisted that dismantling the current centralised system could weaken security and slow progress in oil production.
Centralised System Seen as More Effective
Speaking on behalf of the group, Mone Oris of the Itsekiri Liberation Group warned that decentralisation would fragment responsibility and reduce efficiency.
The coalition argued that pipeline protection is a specialised task requiring coordinated oversight rather than multiple independent actors.
Legal and Structural Backing
The stakeholders pointed to the Petroleum Industry Act 2021 as a guiding framework for the sector, emphasizing its focus on balancing economic viability, community participation, and national security.
They maintained that the current surveillance structure aligns with these objectives.
Community Engagement Remains Key
Addressing concerns about inclusivity, Itse Omajugho of Host Communities of Nigeria Producing Oil and Gas said communities are already part of the system through collaboration with contractors.
He stressed that improving engagement—not decentralisation—is the real priority.
Evidence from Past Approaches
The group highlighted the shortcomings of previous decentralised models, noting that they failed to deliver sustained results in curbing pipeline vandalism.
In contrast, the current centralised approach has reportedly improved surveillance outcomes and boosted crude oil production.
Endorsement of Existing Contracts
The coalition praised the Federal Government under Bola Tinubu for entrusting surveillance operations to firms like Tantita Security Services Nigeria Limited and Pipelines Infrastructure Nigeria Limited.
They described the decision as strategic, ensuring both professionalism and local involvement.
Final Warning to Policymakers
Concluding, the stakeholders warned that any attempt to overhaul the current system could reverse hard-won gains in oil production and security.
They called on authorities to preserve the existing framework, emphasizing that consistency and coordination are essential for sustaining progress in the sector.
