DSC Flyover Hits 98% Completion As Delta Government Moves Toward Handover

Pre-Handover Inspection Signals Final Phase
THE Delta State Government has conducted a pre-handover inspection of the DSC Roundabout Flyover in Effurun, signalling that one of the state’s most prominent urban infrastructure projects is nearing completion.
The inspection exercise, held on Monday, was led by the Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, and featured a high-powered, multidisciplinary delegation comprising key officials across government ministries and technical departments. The team included the Commissioner for Agriculture and Natural Resources, Barr. Val Arenyeka; the Executive Assistant to the Governor on Project Monitoring, Mr. Tuoyo Abigor; the Functioning Permanent Secretary in the Ministry of Works, Engr. Solomon Aghagba; the Technical Assistant to the Governor, Engr. Bob Nakpodia; senior engineers from the Ministry of Works, as well as representatives of the project contractor, Julius Berger Nigeria Plc.
Flyover 98% Completed – Commissioner
Addressing journalists during the inspection, Comrade Izeze explained that the visit was a pre-handover exercise aimed at evaluating the quality and extent of work executed before the final inspection and formal takeover by the state government.
“This visit is to enable us to assess the level of work done so far on the DSC Roundabout Flyover. The flyover aspect of the project is about 98 per cent completed,” Izeze said.
According to him, the contractor invited the state government to inspect the project at this stage so that any observations or adjustments could be addressed ahead of the final handover.
“We were invited by the contractor to make our observations now, so that whatever issues we identify can be corrected before the final inspection and formal takeover,” he added.
The inspection team reportedly traversed the structure from the Agbarho end through to the Effurun axis, carefully examining the flyover, adjoining roads and associated infrastructure.
Quality, Specifications Meet Expectations
Comrade Izeze said the government was satisfied with the quality of construction and the contractor’s adherence to approved specifications.
“From what we have seen, the quality of work meets expectations. We are confident that by the time we return for the final inspection, the project would have attained 100 per cent completion,” he stated.
Agriculture Commissioner Highlights Economic Value
Although the flyover does not fall directly under his ministry’s mandate, Commissioner for Agriculture and Natural Resources, Barr. Val Arenyeka, stressed the project’s importance to Delta State’s agricultural value chain.
He noted that improved road infrastructure would significantly ease the movement of agricultural produce from farming communities to urban markets.
“Delta State is a major food-producing state. Infrastructure such as this flyover and its connecting roads is critical to ensuring that produce from areas like Ughelli, Abraka and other hinterland communities gets to urban centres efficiently,” Arenyeka said.
He explained that improved access would enhance food availability, reduce post-harvest losses and help stabilise food prices.
Ongoing Agricultural Expansion
Arenyeka also outlined ongoing agricultural initiatives across the state, revealing that Delta currently has over 2,000 hectares of vegetable farms in Orerokpe, about 3,800 hectares under cassava cultivation with processing facilities, and more than 132 hectares of dry-season rice farming in Aviara, a first in the state.
Minor Finishing Works Outstanding
On his part, Executive Assistant to the Governor on Project Monitoring, Mr. Tuoyo Abigor, confirmed that the flyover was almost fully completed.
“What remains are minor finishing works, including street lighting, which is a separate project. The flyover is already open to public use, and the quality of work is of the highest standard,” Abigor said.
The DSC Roundabout Flyover is expected to decongest traffic in Effurun, improve road safety and stimulate economic activities across the metropolitan area.
