Customs Bows To Finance Ministry, Suspends 4% FOB Charge On Imports

THE Nigeria Customs Service (NCS) has confirmed the suspension of the 4% Free-on-Board (FOB) charge on imported goods following a directive from the Federal Ministry of Finance.
In a statement issued on Tuesday, September 16, 2025, by the Service’s National Public Relations Officer, Abdullahi Maiwada, the NCS said it had commenced consultations with its supervisory ministry to explore alternative measures that would ensure seamless service delivery during the suspension period.
“The Service appreciates the Ministry’s engagement on this matter and remains committed to supporting government fiscal policies,” the statement read.
The NCS also expressed optimism that ongoing discussions with the Finance Ministry and other stakeholders would address all concerns while safeguarding its statutory mandate of revenue generation and trade facilitation.
Clarifying misconceptions, Customs stressed that the 4% FOB provision was not newly introduced by the Service but was established under Section 18(1)(a) of the Nigeria Customs Service Act, 2023, which stipulates “not less than 4% of the free-on-board value of imports” as a funding mechanism for its operations.
While assuring stakeholders of uninterrupted operations, the Service reaffirmed its commitment to international best practices, efficient customs administration, and Nigeria’s broader economic growth agenda.
