Benue Assembly Passes Bill To Establish Disability Rights Commission
THE Benue State House of Assembly has passed the Persons with Disabilities Rights Commission Establishment Bill, 2025, aimed at safeguarding the rights and welfare of persons living with disabilities in the state.
The bill was passed during Friday’s plenary session held at the Assembly complex in Makurdi, after it was read for the third time by the Clerk of the House, Mr. John Hwande.
Leading the debate, Deputy Speaker Lami Danladi said the absence of a dedicated commission had long deprived persons with disabilities of basic rights and entitlements.
She noted that Benue remains the only state in North Central Nigeria yet to enact such a law, pointing out that neighbouring states like Nasarawa and Plateau have already operationalized similar legislation.
Also speaking, Majority Leader Saater Tiseer called for a revision of Part Six of the bill, suggesting that references to “women and children” be replaced with “persons with disabilities” to ensure broader inclusivity and avoid unintended discrimination within the law itself.
Following the debate, Speaker Hyacinth Dajoh directed the Clerk to read the bill for the third and final time. Upon completion, the Speaker declared the bill passed.
“The bill, having been read for the third time, is hereby passed,” Dajoh pronounced.
The bill now awaits Governor Hyacinth Alia’s assent to become law. Once enacted, it will establish a commission to oversee the protection, advocacy, and promotion of the rights of persons with disabilities in Benue State.
