Delta Tightens Building Rules, Warns Developers Over Unsealed Plans

THE Delta State Ministry of Physical Planning and Urban Renewal has directed property owners and real estate developers to obtain the official Ministry seal on approved building plans before starting construction.
The directive, which took effect on 14 September 2026, applies to property owners, developers, consultants and contractors across the state.
Under the new rule, no residential or commercial construction activity may begin without a building plan that has completed the required approval process and carries the Ministry’s physical seal.
The Ministry said the seal confirms that a development plan has passed the necessary technical and regulatory checks.
According to the authorities, the measure forms part of wider reforms to strengthen development control and curb fraudulent or unauthorised building approvals.
Meanwhile, the government said the policy would also improve transparency and ensure greater compliance with physical planning regulations across Delta.
Authorities warned that developers who begin construction with unsealed plans could face enforcement action.
They also cautioned against using altered, forged or improperly issued planning documents.
Consequently, the Ministry plans to intensify monitoring operations across the state to identify non-compliant developments and enforce the relevant laws.
