Delta Assembly Okays ₦200bn Supplementary Budget
THE Delta State House of Assembly has approved a ₦200 billion 2025 Supplementary Appropriation Bill, raising the state’s total budget size to ₦1.179 trillion. The approval came on Thursday during plenary, presided over by the Speaker, Rt. Hon. Emomotimi Guwor.
The bill was passed following the presentation and adoption of the report of the House Committee on Finance and Appropriation.
Budget Adjustment Driven by Fiscal Realities
Presenting the committee’s report, the Chairman, Hon. Marilyn Okowa-Daramola, said the budget augmentation and re-ordering of selected revenue and expenditure lines were necessitated by prevailing fiscal realities and emerging financial obligations confronting the state.
According to her, the proposed adjustments were carefully reviewed and found to be reasonable and justifiable.
“The proposed adjustments are critical, reasonable and justifiable, considering current fiscal realities and the need to address priority commitments of the state government,” she said.
She explained that the supplementary budget was designed to strengthen the government’s capacity to meet maturing obligations while sustaining the implementation of priority projects across the state.
Compliance With Constitutional Provisions
Hon. Okowa-Daramola further assured lawmakers that the supplementary appropriation complied fully with the provisions of the 1999 Constitution of the Federal Republic of Nigeria, as amended.
She disclosed that following the committee’s review, the House approved an upward revision of the 2025 budget to ₦1,179,228,818,719.00, reflecting the additional ₦200 billion allocation.
Passage After Third Reading
After the adoption of the committee’s report, the Speaker called for a motion to suspend relevant sections of the House Rules to allow the bill to scale third reading. The motion was unanimously adopted, and the bill was subsequently passed into law.
Speaker Commends Lawmakers, Governor
Commending members of the Assembly and the finance committee for their swift action, Speaker Emomotimi Guwor said the passage of the supplementary budget reaffirmed the commitment of the 8th Assembly to the development of Delta State.
“This House has once again demonstrated its resolve to place the welfare and development of Deltans above all other considerations,” he said.
Guwor also praised Governor Sheriff Oborevwori for what he described as transparent, exemplary and visionary leadership, noting that the approval would unlock additional funding for infrastructure and human capital development across the state.
